The Joint Interoperability Test Center (JITC) is a United States joint military organization that tests technology pertaining to multiple branches of the armed services and government. DISA uses several “homegrown” IT solutions to conduct its core mission. As the Prime Contractor for the Infrastructure Analysis project, AEEC was engaged to conduct the initial phase of a Knowledge Center solution implementation. AEEC was charged with re-examining the IT infrastructure and making recommendations to improve the existing information systems and support structures to be more accessible and accurate. Specifically, the engagement focused on documenting the existing IT infrastructure, data and system requirements, data schema; and providing solution alternatives for a knowledge management solution to make information accessible to JITC action officers and staff.
This initial phase included analysis of existing systems and data, meetings and interviews with key Joint Interoperability Test Command (JITC) stakeholders and action officers, and analysis of best practices and industry standards relative to information and data management. AEEC engaged IBM as a subcontractor, and the team conducted the engagement in a relatively short period of time (3 months). The engagement resulted in the thoughtful development of multiple key deliverables to be used in future phases of the Knowledge Center implementation. Specifically, AEEC provided JITC with a Gap Analysis, Requirements Analysis, Logical Data Model, Solution Definition and Roadmap, and Lessons Learned.
These documents will provide JITC with the necessary analyses and recommendations to move forward with a solution design, implementation, and roll-out of their Knowledge Center, and provide the basis for future phases of the project. The engagement was completed on time and within budget, and the JITC customer was very satisfied with the end result.
